The Riverside City Council met at 6:30 pm on Monday August 16, 2010 at Riverside City Hall. Mayor Protem Yahnke requested roll call with the following members present: Todd Yahnke, Rodney Waldschmidt, Kevin Kiene, Betty Kaalberg and Ralph Schnoebelen. Motion by Waldschmidt seconded by Schnoebelen to approve the agenda. Approved 5-0. Motion by Kaalberg, seconded by Kiene to approve Icehouses liquor permit. Approved 5-0.

During citizen time Joan Bex said as a past PZ member she commends the council for enforcing the ordinances, stating she knows it is not always easy to enforce the ordinances but they are there for a reason and it is too bad this has to get to be such a public thing for a few but that is why the ordinances are there. She also said the PZ worked very hard for over 10 years to update their ordinances and the council should be aware of all the changes, like building permits being required for interior work. She told the council to keep up the good work.

Mike Hart discussed options for reconstructing the sewer line by the fire station and abandoning the sewer line by the park and on Donna Palmers property. Mike said his firm did a detailed survey of the area and indicated that in order to redirect the sewer flow some of Sondra Kiene’s plumbing would have to be redesigned. Waldschmidt asked about doing this work as a change order and Hart preferred to see this as a separate bid due to the directional boring. Mike presented a cost estimate of around $ 65,000.  Hart said they would install a clean out of the line and it would become Palmers service line. Thomas discussed five funding options with the council to consider for covering the cost. Motion by Waldschmidt, seconded by Yahnke to seek bids on the Palmer sewer abandonment and reconstructing the sewer line. Approved 5-0.

 

Motion by Kiene, seconded by Kaalberg to approve Resolution # 08162010-2 Delong Construction pay estimate # 1 in the amount of $ 37,361.60 for the Kleopfer Ave road. Roll Call: Ayes: Waldschmidt, Yahnke, Kiene, Kaalberg and Schnoebelen. Nays: None. Approved 5-0.

Motion by Kaalberg, seconded by Schnoebelen to approve Resolution # 08162010-4 Delong Construction change order in the amount of $ 18,691.00 for the driveway and sidewalks on the Kleopfer Ave project. Roll Call: Ayes: Waldschmidt, Kiene, Kaalberg, Schnoebelen and Yahnke. Nays: None. Approved 5-0.

Motion by Yahnke, seconded by Kaalberg to approve Resolution # 08162010-3 Carter & Associates pay estimate # 3 in the amount of $ 97,040.74 for the INI project. Roll Call: Ayes: Waldschmidt, Yahnke, Schnoebelen, Kaalberg and Kiene. Nays: None. Approved 5-0.

Motion by Schnoebelen, seconded by Yahnke to approve Resolution # 08162010-6 Carter & Associates change order # 2 in the amount of $ 3,856.02 for the INI project. Roll Call: Ayes: Kiene, Yahnke, Kaalberg, Schnoebelen and Kaalberg. Nays: None. Approved 5-0.

Motion by Kiene, seconded by Kaalberg to approve Resolution # 08162010-5 Municipal Pipe & Tool change order # 1 in the amount of $ 4,800.00 for the INI project. Roll Call: Ayes: Kaalberg, Kiene, Yahnke, Waldschmidt and Schnoebelen. Nays: None. Approved 5-0.

Motion by Kaalberg, seconded by Yahnke to approve Resolution # 08162010-1 Annual Debt Obligation report for 2009-2010. Roll Call: Ayes: Yahnke, Kaalberg, Schnoebelen, Waldschmidt and Kiene. Nays: None. Approved 5-0.

Motion by Kaalberg, seconded by Kiene to approve Resolution # 08162010-7 Designation of crosswalks on Buckeye Lane and Kleopfer Ave. The crosswalks will be located on the east end of Buckeye Lane and north end of Kleopfer Ave. Roll Call: Ayes: Kiene, Kaalberg, Waldschmidt, Yahnke and Schnoebelen. Nays: None. Approved 5-0.

 Motion by Yahnke, seconded by Kaalberg to approve Resolution # 08162010-8 Designation and installation of additional stop signs on Kleopfer Ave. They will be north on Kleopfer Ave at the intersection of Buckeye Lane on the east side of the street and south on Kleopfer Ave at the intersection of Buckeye Lane on the west side of the street. Roll Call: Ayes: Waldschmidt, Kiene, Kaalberg, Yahnke and Schnoebelen. Nays: None. Approved 5-0.

Motion by Yahnke, seconded by Kaalberg to approve the first reading of Ordinance # 08162010-9 amending the Code of Ordinances , Chapter 63, Speed Regulations, Section 63.07 Special 15 MPH speed zones on Kleopfer Ave and Buckeye Lane. Roll Call: Ayes: Yahnke, Kaalberg, Kiene, Waldschmidt and Schnoebelen. Nays: None. Approved 5-0.

The city received an offer from Tony Strauss to purchase 4800 square feet of property the city owns near Blackberry Ave. The offer was for $ 1500 and was contingent on Strauss selling his property on Sycamore and then purchasing the property at 336 Blackberry Ave. Council members discussed closing- attorney fees and how long the offer was good for. Motion by Waldschmidt, seconded by Yahnke to accept the $ 1500 but counter offer to include the closing costs and receiving an end date on how long the proposal was good for. Approved 4-1 with Schnoebelen nay.

Thomas explained there are 6-7 trees in the city that are diseased and need to be removed. After reviewing the list of trees and public notice information a motion was made by Yahnke, seconded by Kiene to approve the public hearing notice to accept tree bids on September 7, 2010. Approved 5-0.

Thomas discussed the cost to repair the building that houses the bathroom at Conservation Park. Herrig estimated the cost of a new clear roof, boards and screens plus painting the building to be around $ 600. Motion by Kiene seconded by Schnoebelen to move forward with the repairs. Approved 5-0.

Motion by Yahnke seconded by Schnoebelen to approve Latta- Kiene Plumbing expenditure in the amount of $ 492.75. Approved 4-0 with Kiene abstaining. Motion by Yahnke, seconded by Waldschmidt to approve Schnoebelen Inc. expenditure in the amount of $ 45.23. Approved 4-0 with Schnoebelen abstaining. Motion by Kaalberg, seconded by Waldschmidt to approve the remaining expenditures. Approved 5-0.

Waldschmidt wanted to run by the council how they felt about looking at options for the local publications. He stated the council has run into a lot of things lately where time is of the essence and maybe switching to a daily paper where we would be able to go on our own schedule and not the papers. Waldschmidt stated we have stuff coming up where we will want it to run daily and with a weekly paper sometimes it is almost two weeks before things run. Schnoebelen asked why we would want to move our papers to Washington; we should try to support our local paper. Yahnke mentioned checking into using two different papers like a daily paper and also the Current. Thomas was asked to check on options and stated she would also review with Les since she was not very familiar with the code on publishing.

Waldschmidt spoke about Wreaths across America and said last year $2500 was spent on wreaths but the number count was incorrect and after talking to the VFW members everyone felt $4200 for this year was to much but they discussed other ideas to honor the soldiers. Motion by Yahnke, seconded by Schnoebelen to order 30 wreaths for this year. Approved 5-0.

Brad Herrig discussed ordering new street signs for Riverside. Motion by Waldschmidt, seconded by Yahnke to order all new street signs for Riverside which will be black with white reflective lettering. Approved 5-0. The council’s next meeting will be September 7th due to the holiday.  During council discussion adding a light by the new school road was discussed and repairing a metal grate on Washington Street. Mayor Protem Yahnke adjourned the meeting at 7:30 pm.
